As will all gamings, you need some decent minimum configuration to be able to play the Sims 3. According to the official requirement, with Vista you need 2.4 GHz P4 or with equivalent/XP you need 2.0 GHz P4.

We do not have Intel P4 computers coming now a days. The closest we have is the Intel Celeron 900 Processor. The Intel Celeron 900 is a single core 2.2 GHz processor. It should be be just possible to play the Sims 3 game on Celeron 900, provided, there are not much programs running in the background. But the number is in ballpark according to specification and you should do your own checking.
All the dual core processors including Intel core i3 and core i5 and the AMD’s dual core processor should be able to play it very easily, with a lot of margin.
